Why is the time on my weather station always 3 hours behind

You need to set up the correct time zone offset. For example, CST is -6; EST is -5. If daylight savings is active, time will be: CDT = -5; EDT = -4. CST = Central Standard Time EST = Eastern Standard Time CDT = Central Daylight Time and so on. The Official NIST US Time

Weather does not show up, what can I do more?

It takes a few days before the unit will forecast. It has to collect the weather conditions for a period of time, in order to make a forecast (the barometric pressure, mainly).

Model no 217s31 does not display outdoor temperature reading.

As much as it sucks to do, you have to reset the base and the temperature sensor. When you do it, keep the temp sensor next to the base until the base recognizes it.

I have a 433MHz cable

You have to push some buttons to tell the MAIN unit to scan, then put battery into the REMOTE, set channel, and hit reset through a little hole. And the MAIN should see it.

Oregon Scientific WMR86A wind sensor does not communicate to the base station. It is a new device, first time assembled.

I believe the wind sensor is a rotating cuff that has a wire which needs to input into the main reader or the wifi unit.if it's the wifi unit you need to check the receiver is picking up the signal.if it's the main readout then check the connection.if it is wireless, you may find a switch on the transmitter to change channel.this may fix the problem, especially if the receiver is near other wireless or bluetooth equipment.
