This could be for various reasons. Check the power cord and try a different outlet first. See if the power cord is loose or damaged. Next check the brushroll and belt that those are in working order. If you smelt burning or electrical fire or your vacuum made an odd noise before stopping it may be the motor going bad. If your power cord is good and the brushroll and belt good, it is probably your motor going bad.

There are a couple of tricks. One is to put the belt on the shaft first and them roll it onto the brush roller. The other way which I did in my hotel (I had 3 of them) is to pull the brush out, put the belt on the spindle shaft, then onto the roller, the you can stretch the belt with it already in place and lower the roller into place.
The belts are stiff.

I have an Oreck vacuum. My son used it just earlier today and it worked just fine, then just a little while ago a tried to turn it on to vacuum our bedroom and suddenly it won't turn on! Amy, not sure from your description whether the outer part is what came off or the smaller, inner part came off. If it is the outer part, all you need to do is squeeze the two prongs of the inner part of the bag holder together and slip the two pegs into the holes on the outer part of the holder.
