How do I fix my dual monitor setup?

Your Dell symptoms point at a power supply failure, probably due to dying electrolytic capacitors. If you want to pursue it, disconnect the Dell from everything, remove the back, look for a modular assembly with larger components or an area with larger parts if on the main board. Either way, look for cylindrical parts with an exposed aluminum top and a plastic sleeve with markings, mounted perpendicular to the board. Look closely at these to see if any have a domed (instead of flat) top. As an example, the markings with have a voltage (10VDC-100s) and a value in microfarads (uFd) from <10 to several 100 or even more. These will be also marked with polarity symbols (+-) These are cheap and fairly easy to replace but if they have failed, it makes sense to add a multilayer ceramic capacitor to those replaced with a value of ~ .01-.047 uFd parallel to the replacements. Monitor result change 16 colors

One of your applications are changing your color scheme to 16-bit because it isn't compatible with your OS or graphics card. Try reinstalling your drivers, then disabling programs one by one when the problem occurs. For example, games that used to run on windows XP or older tended to change the color scheme and resize the monitor to 480p.

Where do i conect the red and black wires (SPDIF & GND) that come off the nvidia 9500gt graphics card

You only need SPDIF if you are running Digital audio. The GND is the ground for that same connection - This connection is located on your mother board, Labeled SPDIF.
