CCP-510 User Manual
http://nostalgiaelectrics.com/manuals/ccp-510.pdf Full instructions see Page 10

The instructions for the CCP-509 are not specific about the quantity of oil and kernels to use. The instructions for the CCP-510 are clearer, stating that for every measuring cup full of kernels ( 4 oz.) add 2 tablespoons of light vegetable oil.

Does the dasher move on

The dasher rotates, driven by the motor. The canister isn't supposed to move, but sometimes will depending on how thick the ice cream mixture gets. Presumably, if the ice cream were to freeze hard enough, the dasher would find it harder and harder to turn, until eventually the entire canister, with the dasher embedded in the ice cream, would start to rotate in the ice.

Inside of kettle quits turning and then popcorn

Hi, well inside the kettle is an inexpensive thing called a thermal fuse, this is a device that turns the unit off if overheats or goes over a certain temperature.
Sometimes these go faulty and shut down at too low a temperature, or are just faulty, ... now it can be that or perhaps even the thermostat, (The actual temperature Controller) well this maybe faulty, or the even sensor, the Thermistor, for the thermostat.
The only way to tell or fix these types of things is to replace the components concerned and see if there is a change?

Unit no longer heats, and

Sound like the heating coil has burned out. If you have an OHM meter you can test it for resistivity. Simpy check both sides or wires on the coil and you should get ah high number on the meter, this is resistivity and it should be high for a good element, bad elements show low to 0 on the reading.

What kind of lightbulb goes into the popcorn cart

Your Use Manual can be found here.

On page 4 of the pdf it indicates that an E27 40 Watt light bulb is used.

You should be able to purchase a replacement bulb in any lighting department that stocks a full range of light bulbs including appliance bulbs; this would more commonly be referred to as an oven light bulb.

Motor stopped during the mixing

What kind of ice cream maker is it? I just bought a Nostalgia Electric Double Flavor Ice Cream Maker and it did the same exact thing. I poured the salty ice water out in some containers, set it aside to use it again, took everything apart, and started over from the begining. I put it all back together properly again, added the salty ice water once more, and turned it on. It worked! I hope it does the same for you. If not, I would see about getting it looked at somehow.

Good luck! :)
