I have cleaned Manitowoc ice makers and their company specifically made an ice maker cleaner and sanitizer. Try a google search for this product.

My Nostalgia Ice maker shows low water, but there is water up to the fill line.

I found the manual able to be downloaded on multiple sites. Go to Google, type in the words old fashioned ice cream maker, and in the returns you will find links to web addresses that have these manuals available for downloading using Adobe. The original manuals in both English and Spanish. I didn't save the webaddresses, but I can assure you that they are there on Google. Don't type in Nostalgic Electrics Old Fashioned Ice Cream Server, just old fashioned ice cream server, and then go to the web address, it's the one that states they have the manuals for all ice cream makers, and type in the ICM-507 product designation or just click the available picture of the ICM-507. I will try and recover that web address and post it here. Found it! The dasher rotates, driven by the motor. The canister isn't supposed to move, but sometimes will depending on how thick the ice cream mixture gets. Presumably, if the ice cream were to freeze hard enough, the dasher would find it harder and harder to turn, until eventually the entire canister, with the dasher embedded in the ice cream, would start to rotate in the ice.
