the belt has two rollers the front one has a motor roller adjustment screw like the one on a car alternator; tighten this screw untill the rolller grips the belt.
Is it an Icon product? Free motion, Proform, Reebok or something under thenIcon umbrella? If all else works good then it's the lower board that's fried the speed part of the controls. It would need to be replaced.

Normally when this happen the controller board motor is faulty.
However you must see the schematic diagram , and the thermo switch inside of motor, if is defective or o.k. YOu must use the DMM, for continuity and test if closed or open.Replace or replace.
Of course you must test the main motor, with Battery 12Volts for for to see if the motor is working or defective.
