You are the only one who is supposed to know the restriction code. If you bought your cee phone used, you should ask the erson who sold it. Else, go to your mobil service provider, explain the issue and ask them to do a factory reset of your phone.

First of all download a theme to your mobile then go to file manager and select the folder where you have been downloaded that theme then cick on that theme and install it.... Further it is your choice whether you want to install in phone memory or in Memory card
