Turn the aperture ring on the lens to its smallest setting (largest f/number).
The aperture ring is the movable ring on the lens closest to the camera body. It will typically have numbers like 2.8, 4, 5.6, 8, 11, and so on. The largest f/number will typically be 16, 22, or 32.
When was my nikon fe made?
Nikon produced the FE from 1978 to 1983.
If you're asking when a particular FE was made, you'll have to provide the serial number.
Battery?
Your camera is designed for four AA batteries. Make sure the positive and negative poles are correct. If it is like my Nikon N series camera bodies, there should be yellow labels inside the battery compartment to indicate polarity. The door is spring loaded. Don't over force it or you may brake it.

did you clean all contacts? never use anything sharp in or closet to a camera. To clean contacts in a camera and on the batteries, just use a dry cloth and a cotton swab. My 20 year old camera's (same brand and a canon) still work as the first day I used them. they are always stored dry and without a battery, when I don't use the for a longer period.
Recheck the manual (yes most manuals from Nikon are still online) if you did setup the camera correct.
