It's commonly known as the blue screen of Death.
It happens for a number of different reasons:
  1. Your PC is over heating ensure freash air can get in and hot air can escape, your PC components should be free of dust so as to cool the components effectively.
  2. Ensure that your RAM modules are clean and properly seated in the correct orientation.
  3. CPU temperature must not exceed 50 degrees centigrade.
  4. Click here to download CPU temperature monitor.
  5. Run anti-virus scan.
  6. Install as many fans as possible, the bigger ones if possible.
But this problem is mostly due to overheating and then the CPU performs a math error and displays a report which is the blue screen of Death!!!

Your timeous rating of my expertise is much appriciated. It's the thumbs up on the top right hand side of this solution.
Thanks

I turn the monitor on and it cycles on and off

It sounds like dying power supply due to bad caps or shorts circuits in the power supply or in the backlight inverter circuits.

If you are going to DIY and have proper tools and know safety precaution then please read on: Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums Post back what you see inside so we can guide you further and it will help out other people in the future also.

If it uses externa; AC adapter, then you need to attach a car bulb such as 1157 using high filament to the adapter output and see if it still putting out 12vdc with load.

If it uses built-in power then you need to check the power supply section first.

Opening F-417 monitor

There are plastic tabs running along each side of the monitor. 4 on the top and sides, 2 on the bottom. Removing the case is more than a little unnerving, very snappy! I did it with a flathead screwdriver and quite a lot of force.
I have some pictures that may help, I'll post them if you still require help.
I think the idea is to press down on the tabs to disengage them from the front of the monitor.

regencyfirep, First, this unit is listed on Retrevo . com as "over the hill, and should be retired. What is "date of manufacture" from rear of monitor? Symptom indicates possible "switch-mode-power-supply" +5.00volt may have "noise" or be a bit out of "regulation" and that will cause the VGA to lcd processor/converter board to "act stupid" and not recognize valid front panel "menu key presses" !!! Does this unit have lay on floor "black-brick" power supply or just a line cord to wall outlet? Unit may need $6 in new electrolytic filter capacitors installed on the SMPS board. If unit is "mission critical" , then sub-in working unit till you can investigate power supply board for swollen, leaky filter capacitors unit may have. If you have solder, solder-wick, soldering pencil(40watt) visit YOUTUBE for "lcd monitor disassembly", "lcd monitor repair" video clips that show typical repairs. Let me know brand name (CapXon, Elite, Jun-Fu) of capacitors used on SMPS board. Read fixya profiles of "budmrtn" "buddymc" "12fixlouie" and testimonials for more info on DIY repair. pandres, Your monitor will need troubleshooting to find out reason why the 2 "cold-cathode-fluorescent-lamps" fail to remain lighted. They provide "white light" so you can see what is on the lcd panel. Connect a "known good" monitor to your pc to prove monitor is bad. If pc is ok, then your monitor will need repair. This type problem not new and is very common for all brands of ccfl back-lit lcd monitors. Watch some video clips at YOUTUBE that show disassembly and repair of ccfl lcd monitors. F-317 neovo monitor

This problem is very often caused by dry electrolytic capacitors on the inverter board. If you have some skill with soldering you could try to change them. When buying new ones ask for LOW-ESR capacitors for switching mode power supplies (SMPS) and 105°C, they are a little bit more expensive than normal electrolytic capacitors, but are designed for this aplications so they lasts more. Normal el. caps will also works fine so when you cannot buy LOW-ESR for SMPS use normal ones.
