Nady Systems XA-900 Amplifier

If the fan is thermally controlled then either that channel is not heating up enough to turn the fan on or either the fan or thermal switch has malfunctioned. The first thing I would try is to swap the fans. If the problem moves with the fan, then the switch is the most likely culprit. The fans are probably termally controlled so that they are not energized when the volume is low to reduce background noise.

Cooling fan right channel do not turn on when amp is operating

There are a couple reasons. (a). If it's a regular older model Solid-state Amplifier, reason could be a faulty cooling fan. (b). If it's a more recent Amplifier, reason could be a faulty Temperature Sensor attached to the heat-sink. A faulty fan could be the culprit as well.

Phantom power?

Phantom power is used for microphones with "built-in" electronics. These mic's, receive a DC voltage through the mic cable that powers the internal electronics. I have never ran into wireless microphones that require Phanto power, so I will assume that your wireless problem(s) is being caused by something else. http://en.wikipedia.org/wiki/Phantom_power

Mixer to P.A. system connection

You'll want to use the Stereo Out connections at the top right. You might need adapters to plug into whatever system you're trying to use. Also note that this mixer does not provide power, so the speakers you're using have to be self-powered or be driven by a separate amplifier. You would then plug the Stereo Out connections into the INPUTs of the amplifier.
