What is the signal source? The TV subtitle control will only work for OTA channels (RF) and possibly native apps. For a Roku TCL TV, go to Settings from the Home Page. This should put you in the Options configuration display. Select Accessibility and press OK. Navigate to Captions Mode and set to OFF. Then click OK to save the setting.
If your source is a set-top box of any sort (cable/satellite box, DVD Player, etc), you have to turn off the subtitles from the box's remote/menu. Depending on the device, this could be easy or hard. One of my neighbors had a single satellite box for two TVs and needed captions on the second set. That meant turning on captions on both sets using the menus on the main TV. On my current set-top box, I have to go to Menu > Settings. Then I enter a code from my provider to access the menu and enter the Hardware settings. On this box, the captions control is under the Audio settings.

Put NEW batteries in the remote. Plug in the television.
Do you have a smartphone with a forward facing selfie camera? With new batteries in the remote control aim the remote at the front facing camera and press the power button on the remote, You should see a red flash on the smartphone screen, and if you do, the remote control is working.
Sinotec are cheap and nasty televisions and not worth repairing.
