Motorola Motorola z play droid is google locked and although I have full access to `previously synced Google accounts and it legitimately is my phone it will not let me past the set up wizard

It can be done by hard reset it. But you have to compromised all your data in it.
  1. Ensure the device is powered off.
  2. Press and hold the Volume down button.
  3. While continuing to hold Volume down, press and release the Power button but continue to hold Volume down until the boot mode screen appears.
  4. From the Bootloader selection screen (image of an Android with Start), select RECOVERY MODE. Use the Volume buttons to cycle through the available options and the Power button to select.
  5. From the Android system recovery screen (image of an Android with an exclamation mark), do the following to display the menu options: Ensure the steps below are performed in a timely manner. If power is held too long (longer than 5 seconds), the device resets.
    1. Press and hold the Power button.
    2. While continuing to hold the power button, press the Volume up button then release all buttons.
  6. Select Wipe data/factory reset.
  7. Select Yes.
  8. Select Userdata + personalized content. Allow several seconds for the factory data reset to complete.
  9. Select Reboot system now.

It can be remove by reset your phone. Follow the below steps to do it
  1. Switch the phone off and make sure the battery is completely charged.
  2. Press and hold at the same time the following buttons: Power & Volume Down until the logo and exclamation sign pop up.
  3. To see the menu press Home and scroll down to choose Wipe Data, using the Volume keys.
  4. Press the Power button to get the procedure started and wait for maximum 5 minutes until it's over
