Look up 'The Lock Picking Lawyer' on YouTube and he will show you just how bad Masterlock are. It is a standing joke. You insert a shim like a feeler gauge between the wheels and feel for the flat. Instructions:
Opening the key storage
compartment door
1. Open shutter door to reveal the dials
and the release button
2. Rotate dials to the current combination
(if the lock is new, the combination is set
at the factory to 0-0-0-0)
3. Press down on the release button
to open the door
4. Pull the door fully open
5. Add or remove keys
6. Close compartment door
7. Scramble the combination dials to lock
the door and conceal your combination (A)
8. Close the shutter door (B)
To set a new combination:
The initial combination is set at the
factory to 0-0-0-0
1. Open the compartment door
(see instructions above)
2. Push the reset lever left and down.
The lever remains in this position
3. Rotate dials to your desired combination
4. Push the reset lever, up and right, back
to the original position
5. Close the key storage compartment door
6. Scramble the combination dials to lock
the door and conceal your combination (A)
7. Close the shutter door (B)
To hang shackle model
1. Open the compartment door
(see instructions above)
2. Push the shackle release lever to the left
to open shackle
3. Pull the shackle up and out of the lock
4. Place shackle around door knob or other object
5. Close shackle to lock
6. Close the compartment door
7. Scramble the combination dials to lock
the door and conceal your combination (A)
8. Close the shutter door (B)
Reminder:
(A) The release button will open the lock
until you scramble the dials
(B) Keep the shutter door closed to increase
weather resistance and to conceal the
dials from view

If you look underneath the numbers on the wheel you'll see a green desk keep turning it until you see a space facing you once that space space is facing you write down the numbers then start turning them counterclockwise one number at a time and usually by the second or third time you'll get the right combination so say it was 042 to it would end up being 264 would be your combination

Hi, Try setting the lock to the original combination and see if it will move then. Also keep a can of spray lube handy (and a rag) to give it a good squirt and free up any rust inside. Good luck.

To change the combination on a Set-Your-Own combination lock model 646D, 647D, or 646T, follow these steps:

• With dials at 0-0-0, pull out shackle.
• Turn shackle counterclockwise 90° (1/4 turn) and press it down.
• Continue pressing shackle and turn another 90° (1/4 turn).
• Set the dials to your own combination.
• Turn shackle clockwise back to the original 90° position. Lift and return shackle to closed position.

Barry Parker Mar 26, 2019 Delete Depending on age and usage it could simply be worn internal parts. However it could just need adjusting. These locks will bind or not engage sometime if the the lock is not centered/straight or if screws are loose enough for the lock to move at all. Try loosening the screws slightly to allow the lock to be in a relaxed position and check to see if it engages. If so tighten and try again. It may take a few tries to get it in the right position.

On the Lost Combinations FAQs page,if your lock is an "old style" dial combination lock, first open the first question: Q: I've forgotten the combination to my standard dial combination lock. Follow the on-screen directions. Look through the list of other FAQs and open any which are relevant to you and read the information provided. Best wishes.

Pull the body of the lock and the U-shaped ring away from each other to put pressure on the mechanism inside the lock. Pull the body of the lock away from its attachment, or, if the lock is not attached, apply pressure on the U-shaped ring away from the body of the lock with your fingers. Keep holding a firm, steady pressure. Step 2 Roll the dial closest to the U-shaped ring slowly, while keeping steady pressure on the mechanism. The dial will get difficult to roll over three consecutive numbers, and one of those numbers will click. You should feel and hear this small click, and that is the first number to your combination. Step 3 Repeat Step 2 with the middle dial, and then the farthest dial. Leave the dial set when you find the click, moving onto the next dial. The combination will reveal itself, letting you pull the U-ring away from the body of the lock.

You don't it's stuffed , what ya got is a good fer nuthing paper weight or try every combination starting at 0000, 0001, 0002 till ya git to 9999.
