Why does light flicker at full power?

Unless you install a device to 'cleanse' the power coming into your home this will happen due to fluctuations. Think if you have seen on movies when someone is in the shower and the toilet is flushed causing the cold to change in pressure burning who is in the shower. Many people are using the same power you are so it fluctuates up and down easily seen by watching a light bulb or listening to a box fan on low

Rope lights

Hmmm a lot of rope lights are just mini xmass tree lights inside a plastic tube. If one of the bulbs burns out for that section the it takes the whole section out. Sounds like it's time for a new led rope light.

LED lights controlled by Lutron Homeworks panel won't turn off and is getting very hot

If it worked before the Homeworks Panel has failed, if not it is probably wired incorrectly and may have been damaged. Recheck all connections if they are correct replace the Lutron device.

Would like to install a new low voltage wall switch to turn our gas fireplace on/off. Understand you can get one in thermostat'. Unit I have seen will fit into existing switch box. Please advise if su

Hi Dennis, Yes, you can use a thermostat to operate the fireplace. To do so properly and safely, you'll need to determine the voltage to the switch that currently turns the fireplace on and off. Once you know voltage, you would need to choose a heating thermostat (a cooling thermostat would only shut the fireplace off once it got colder) that is rated for a voltage that is equal to or greater than this voltage. Swap the switch for the thermostat and you're done. Good luck!

There is a delay for light to come on when dimmer switch is turned on

That is normal with a lot of dimers. If you have LED lamps try a different brand. If tungsten give the filament time to warm up. I think you will find the dimmer it is set the longer for them to come on.

Hi Ive got a Lutron Grafik Eye 3000 controlling

I need more information. Are the fixtures pot lights? What kind of bulbs are you using? Floodlights, spotlights, incondescent (normal tungsten filaments) or fluorescent, compact fluorescent, led etc. Since most dimmers say in their instructions that they are designed for incondescent lighting only the bulb you use can either blow up the switch or cause troubles like you are specifying. Also inside pot lights are thermal cutoffs that trip and reset when the light is cool again. Can you remove the switchplates and see where it says incondescent only embossed into the aluminum heatsink? If it says something else, what does it say?

Where can I find a weatherproof dimmer switch for

You need to get the appropriate box and cover. I have never seen a weatherproof dimmer switch. Also normal dimmer switches do not work very well with motors so I am assuming this "dimmer" is for motor use.
