Few, if any, (consumer) items such as this have spare parts available and even premium items are considered uneconomic to repair and are completely disposable. When something is imported and brand engineered the game is raised to include many relatively costly things including tools and equipment. When spare parts are (theoretically) available they are often priced not to sell.
Keeping such things usable often means employing one of the very good modern glues or finding something similar and/or suitable and pressing it into service.
This is made easier for a person who hoardes bits and pieces there is no immediate use for "in case they come in handy later". Most folk throw away such things as lanyards, belt key rings, drawstrings and cord grips from old coats to name only a few of the 1001 things I and many other folk save to help answer the challenge of beating manufacturers and saving the planet as we try and make our money go further.

When you increase the speed does that have any effect? If not then it's probably the motor controller. If the machine is over 7 years old or it came from a gym then you'll need to replace the belt and flip the deck. It's a very large and expensive repair and you should consider having a professional do the work. Your best bet for parts is either National Gym Supply or Sportsmith.

The issue where it is not detecting a runner is probably a simple wiring issue. There is a wire that goes from a censor under the deck to the controller, make sure that wire is connected and test it for continuity. If the wire and censor are good then it's probably the controller, but that is unlikely. The other issue sounds like an upper board issue. If you could post a photo of the screen I could give you more help.
