Hi Most of what I found on this subject was not helpful, but here: http://www.emersonnetworkpower.com/documentation/en-us/brands/liebert/documents/discontinued%20product%20documents/sl-23270qs.pdf I found a document with what looked a comprehensive table of lights and beeps and their corresponding meaning. It was clear to me that whilst under battery power a regular beeping was normal, although the timing looks a bit different to your experience. What is the beep cycle? You can determine why it is beeping by reading the user manual. For example a beep for 1 second at 2 second intervals means the UPS is in bypass

I'm going to go on a limb and say the unit also has the bypass indicator on as well, is that correct? A=On bypass due to overtemperature condition & E=On bypass due to inverter failure. I can't see in the picture or hear it but is it beeping also? 1 second beep every 2 seconds? Thats on internal bypass. If none of this is true then you have a tricky problem.

Test outlet power by switching the unit to manual bypass and breakers off.
If power is supplied OK and the filter board repaired OK then restart the unit starting with the breakers supply to unit,battery confirm the display is on and static bypass led also on then switch back the bypass knob to normal and press the on button to switch the unit to normal.
Give the batteries time to charge 12hours then you can test the unit on backup mode.
