If it mentions PUK Lock, then that is different and can only come from your cellular provider as they have locked it at firmware level with a 128 bit RSA Key.

you either need a new one, or you need to fix the volume button so you can do a hard reset. Can you reset it via a computer like you can with an iPad I wonder?

Sadly, you need this information to use the phone. At the moment, there are some online resources that claim that they can bypass the Google lock however I've not used any such service and can't verify their claims.

If it's telling you the tablet is locked and requesting Google credentials to continue, you can't bypass that.

That's an anti-theft feature. You'll have to have the owner of the last Google account who logged into the tablet log into it to continue.

If that's a BT (bluetooth) kb, you need to go to the tablet Settings, Bluetooth, turn on BT, you might have to tap the More link/button, locate the kb, and add it to get it to pair.

If it does not an ethernet connection you are out of luck. If you have an Iphone you can turn on hotspot.
