Sounds like the wires have come lose on the back of the Cigarette lighter, if that isn't it you may need a new lighter.

Definitely, the tstat is the most common cause of low heat, followed by air in the cooling system and low coolant, and a plugged heater core. You can purchase thermostats in a lot of temperature ranges, but I recommend installing the temp range it came with. Note, the leading cause of air in the cooling system is people installing a tstat then not bleeding all the air from the system.

Unlikely. You need to take the vehicle to a Lexus Dealership or to a good Auto Electician.

One way to try and solve issues like this is to remove one fuse at a time and see if the strangeness stops. This will show the circuit where the problem is. It is also the way to find a parasitic draw if you put an ammeter on the battery. The draw will stop on the ammeter when the offending circuit is found. As Robert says, also remove the relays one by one.

Ticking under the hood is normally items cooling down. You can trace what is ticking by putting a piece of 1/4" plastic pipe in your ear and move it around the engine bay to trace where the noise is coming from.

I drive a 2005 ES330, a purchase from the dealership in 2007. The dealership service it every 8 months.

There is a circulation fan that is the most likely cause. You have two Blend door actuator servos, and there is also a servo that closes the vent to the outside intake that you can often hear pop shut after about 5 minutes after the engine is turned off and the key removed.

The main problem looks like P0306 which is a missfire on #6 cylinder. P0300 means random misfire so you may have another cylinder misfiring. How old are the plugs?
P0031, P0430 and P2238 all are related to the O2 sensors on bank 1. Which is probably caused by the misfiring of the spark plugs.
I would have the spark plugs changed first. Erase all the codes and then see what happens.
