Try performing a hard reset:
At the very beginning switch off the phone by using the Power button

Afterwards press and hold the Volume Up + Volume Down + Power key for a couple of seconds.

You should release held keys when an Android image appears.

Select the "Wipe data / Factory reset" by using the Volume buttons and press the Power key for confirmation.

Then choose "Yes--delete all user data". Use Volume Down to scroll and Power button to select.

To restart the phone, select "reboot system now".

Success! The hard reset is done!

still water damaged 1 hr usually doesnt do it for moisture in electronics and turning it on caused more problems need to have diagnosed for repair

Electronics and water do not mix. Sure it can be fixed but will it be cost effective? Don't think so. Let it totally dry out. If still nada you can always resort to a usb mouse and be grateful that the rest of the machine is working!

you can use gmail account if you have one or if the tablet has a sim slot, Then do this:

  1. From a Home screen of the phone, tap Apps > Contacts .
  2. Tap Menu (located in the upper right).
  3. Tap Manage contacts.
  4. Tap Import.
  5. From the "From" section, tap SIM.
  6. From the "To" section, tap the desired location (e.g., Phone, Google account, Sim, etc.).
  7. Tap OK.
  8. Tap the desired contact(s) then tap IMPORT.
then once copied just enter email add or put sim in the tablet and it will sync all your contacts. If for some reason you still dont have the full list, on the tablet, go to contacts then menu (options), then contacts, contacts to display then select "All Contacts" to display everything.
