Normally they have a tip over switch in the base. If the tip over is activated there should be nothing, no heat, no fan. It sounds like yours is heating up and burning dust in side it, but the fan isn't running.
If you can open it up, you can see if the fan has been dislodged. A new one is $40 at Walmart.
