The RL-HB was only a self leveling laser and the newest Topcon equivilent would be the RL-H5. A higher spec and with a grade function.

Are you certain that you have replaced the batteries in their correct orientation? There is usually a symbol or small icon that shows the + and - positions of the batteries. Also, if you have put in new batteries, could the old batteries have leaked and corroded the contacts? This would need to be cleaned first before the batteries can make a good electrical contact.
