with the car running the cap should be on. there is an adjuster near the terminals. be ready to adjust. run the car for a minute and then sut it off and adjust it so just turns off within a minute of sutting the car off. it may take a couple tries to fine-tune it. it now, should automatically switch on and off as the voltage changes between running, and resting.
