Cleaning handles for this are replaceable. You may contact this number 800-352-4769. They do sell genuine Laguna Filter Replacement Parts. From Filter Foam, to O-Rings and UVC Replacement lamps to Service Kits and of course cleaning handles. You may want to check out with them.

This is a membrane pump - an electromagnet moves up and down a piston suspended with a spring; this piston is attached to a rubber membrane that closes a chamber; in this chamber are also 2 unidirectional valves, one to **** the water the other to push it out.
In your case that membrane burst and it should be replaced. Unfortunately this part is not supposed to be a replaceable one and because of that the unit is sealed with waterproof glue. To access the membrane you will have to crack the case open with a sharp knife, then replace the membrane with a home-made one (from a piece of rubber mat) and glue it in place, then glue back the case. This is a very long and fiddly job that you must do yourself since no one else would.
Or you could just discard this pump and get a new one

Check to make sure all fittings are tight and no air is entering the lines, I know sounds like a no brainer.
