No matter how long I charge my Kodak V1073, it

If you just recently purchased this camera, please contact or call the Kodak help line. You may have received a battery that won't charge. Batteries need a charge at least once a month to keep them at maximum preformance. Leaving the camera battery uncharged for long periods of time can cause the battery to fail sooner than it should. If you do need to set aside your camera for a long period of time, put a full charge to it and then remove it from the camera. Most cameras (video cameras included), even if they are turned off, can trickle the charge down on your battery.

What can I do to retrieve deleted photos that were deleted by accident?

They mske some free recovery programs to run on your home computer for deleted photos as long as you have not used your flash card again and taken images over the old images. Work well as I have recovered many photos for people when this happened.

Lense stuck

You have a cracked or stripped gear. If you ever took it to the beach it likely got sand inside. Even a little. You should try blowing out the gaps with compressed air from a can of air duster. If that doesnt work, you need it repaired

Error message - Memory card requires formating

Before suspecting the camera, I'd simply try another memory card in it. Memory cards can and do fail and often can behave inconsistently before they fail completely.
