Please check the exciter capacitor and the rotor rings and brushes first

Please check the capacitor and the rotor brushes and rotor rings for cleanliness

Problem is mixture, either a carb jet or adjsutment. Closing the choke is making the mixture rich and allowing to run, so when open it is too lean due to blocked jet, or incorrect adjustment

if it isn't an invertor then check the condition of the brushes if its an avr type, if not avr then capacitor may have failed
