Depending on the problem. If there is no mechanical problems check valves and piston seals would make it like new. If there is any damage replace pump. You can get parts at www.pressure-washer-parts.com They offer parts, or a giant brand replcement pump. GOOD LUCK

As the pressure TANK only holds the liquid under pressure, you now have two good tanks.

Did you adjust the pressure switch or check it for operation?

Either adjust it or change it with a known good one.

Hi. This pressure washer is equipped with a
microswitch sensitive to water flow. This
Instant Start/Stop switch (ISS) senses
water flow in the pump. When the trigger
is released, water stops flowing
through the pump. The ISS then automatically
turns the motor off to protect
pump from overheating.

I would see what manufacture it is and try calling their customer service line.

Check the suction line for leaks. It needs constant water
supply to build a constant water pressure. You may also
check the pressure regulator for leaks. You may also
check the carbide or ceramic pistons for breaks. Send you e-mail for further assistance.

Initial Use of your Kärcher pump
All Kärcher pumps ship with oil already inside direct from the factory. There is no need to add oil.
Pump Inspection
You should routinely make a visual inspection of the pressure washer's pump. If you notice oil leaking around the pump seals, you should take the pressure washer to a Karcher-authorized service center for repair. [Locate a service center in your area]
Pump Maintenance
The pump on your Karcher pressure washer does not require maintenance. Any attempts to service or alter the pump may damage your pressure washer and void your product warranty.

I assume you are referring to the Hangrohe. https://images.homedepot-static.com/catalog/pdfimages/a7/a79e5618-65fc-4e21-9a59-dd8bcc4773aa.pdf
It appears there are detents that hold the handle so push ON and pull OFF. Firm grip and pull should remove the handle. Although, if yours has leaked for weeks/months, corrosion/deposits under handle may make it difficult. If coldle hand doesn't budge, try removing the hot as it has not been leaking and may pop off with less effort. Then go after the other. Note; you may as well replace both cartridges.
