if TV is older than 2010 CCFL lamps inside are dead. use flashlight to see that is ture or not.
on my TV the red LED goes out turned on, so you do no have to start at it forever, a huge pain that but must turn out or PSU is dead in TV or the silly batteries in the remote are dead, or weak

Shut TV off. Reset TV & router and any cable or DSL modems by unplugging for a good minute then plug them all back in and wait at least a minute or two for all to reboot.

I am guessing the CCFL tube is starting to burn out. Replacing is not impossible but somewhat delicate process.
Since the TV is that old i would recommend you to buy new TV instead when it goes completely dead.
Return it to your place of purchase and get something else anything else you wouldn't believe how many people are having Issues with the LT series get rid of it.
you didn't say what kind of antenna you have attached to the TV. The antenna is very important and the type of antenna you need is based on where you are in relationship to the television stations in your area. Even being down a hill In the area can be a problem for antenna television. I had to put an antenna in my attic because an in-door antenna could not pick up the signals for the TV stations in my area, I am down a hill.
sounds like the remote batteries could be bad or the buttons on the remote need to be cleaned. some JVC TV remotes, I'm not familiar with this particular one though, can be cleaned using a clean pencil eraser. Be careful opening the remote because some parts can fall out or you can damage the connections to the LED emitter that sends the signal to the TV. Also the solder connections on that LED could be bad.
Sounds to me like the digital pixeling that occurs with a weak signal. You have not identified whether this happens on broadcast/antenna TV, cable or satellite service, or a video input such as a DVD. This can be a common problem if you have a weak signal on any of those inputs. In any case, blowing out the dust will not help.
