You can have different problems.
1. one of the wire from 3 or 4 is broken
2. one of the wire is broken in the 3.5 mm jack
3. one or two of the wire is broken in the mute speaker.
4. The speaker itself is broken.

yes, your speakers will be damaged. do not connect 19 volts to a 9 volt device. go to walmart or radioshack and purchase the correct power supply.

Plug the power transformer into the bottom jack on the back of the right-channel speaker. This is the speaker with the on/off knob on the front. 2 Plug the audio cable attached to the left-channel speaker into the audio jack on the back of the right-channel speaker. The jack is immediately above the jack for the power cord. 3 Plug the audio jack attached to the back of the right-channel speaker into the headphone jack on a laptop computer (usually located along the left edge), or to the audio output jack on the back of a desktop PC. 4 Plug the speaker transformer into a surge protector and the surge protector into a wall outlet. 5 Turn the on-off and volume control knob clockwise on the front of the right-channel Inspiron speaker to activate the stereo speakers and adjust the volume.

There is a sprung piece of metal in the switch which sounds like it has snapped. After 12 years its no surprise. Try and get an RS Spares catalogue and you will probably find the switch in there.
good luck.

No software is required for (any) speakers!
Just connect the speakers to the outlet and to the GREEN jack on the sound card...
If no sound is heard, make sure the sound card driver is properly installed and the sound is not muted.

Regards,
Pelu.
