There is another possibility... It is likely trying to use more power than what is available which is why the lights are flashing.

My problem is that my water timer will open the valve for a manual watering, but when it's the time I have set for it to come on, the valve doesn't open.
That is a problem with the electronics controlling the timer. Return it to them for servicing.
