Take wires from the track and place directly on the motor contacts. See if it tries to move. If motor tries but won't turn, could need an oiling of the bearings or the gears have jammed.
Another question - is it DC or DCC? If you put a DC train on a DCC line it will buzz, visa versa it won't usually do anything.
If DC, then above solution will help fault find.
Attach the handle material about 4 inches before where you want the handle. When you get to that point, start covering the handle and working it separately from the rest of the basket. When you get to the edge, rejoin the handle to the basket, and continue to cover the handle material for an additional 4 inches, then cut off the excess.
Repeat on the other side of the basket.

Remeasure and recut the pieces. You somehow mismeasured one or more of the colors.
Don't cut more than one color at a time, and fit it to the rest of the design before you cut the next piece.
Most remotes have a small "slide out" section on the rear, which one uses a fingernail to eject. Then inside will be the battery. Not which side is + and - and the battery type. If battery has corroded or left whits residue - a knowledgeable person needs to review & assist.
