I turn it on but nothing happens.
The blue collector bucket has a cut off switch at the bottom. Make sure it is snapped in place. The stainless bar that runs across the top also has a cut off safety switch. Make sure it too is snapped in place.

According to Jack Lallanes Support you need to buy a new motor! No replacement part for that specific part!
I have the same problem and also do not want to buy a new motor!

I however don't see available the part you describe and would again suggest you contact the company directly via their website or by contacting them by telephone at 1 (973) 287-5150 to see if they are able to provide the required part.
Your only option would be to take the failed part in to your local small appliance repair shop and see if they are able to assist.
I took my juicer apart
they attach to each side of the metal bar. i threw the springs away because i couldn't figure out where they went, and now the unit shakes like crazy :) but i read up on it and found out the springs go on each side of the bar i think. 50 bucks will replace the bottom part of the machine (base and motor)
