Technically they are but usually they are against the rules for little league baseball. They are mostly used in high school, college and professional baseball.
Some people like to use gloves for batting if they are doing it often enough to cause callouses on the skin. They also help with gripping the bat but at a young age, they shouldn't have any problem. My daughter is an avid softball player, playing three to four times a week, and her hands are perfectly fine without gloves.

They are definitely not a requirement but most people do wear them. Moises Alou and Joes Posada are famous for not wearing them. It is really a matter of preference.
I used my baseball batting gloves for golf and had no problem. It helps me grip just the same as authentic golfing gloves do.
