There is normally an electrolytic capacitor on the back of the display that regulates voltage for brightness. Sometimes thy are easy to replace. Or give it to a radio engineer, or return it to Icom for repair. They would likely just replace the display module and board. It can be a few things but first try resetting your CPU, while your transceiver is off, hold down the UP & DOWN buttons simultaneously then turn the transceiver back on, now it should be reset to the factory default settings

The Fix Programming via CS-R6 with Windows 10 made the problem. Scanning was very slow. The CS-R6 program through Windows 10 made problems with the scanning speed - it became very slow, one frequency in 2 seconds instead of 100 frequencies in one second. Through programming CS-R6 on Windows 7, the scanning speed returned to the corresponding one in the ICOM instructions - 100 frequencies per second

IS this a frequency issue? A modulation issue? You dont have enough information on the problem. The radio receives other signals fine? What is the frequency and mode?

There are a few possible reasons why your radio might not be transmitting in CW mode. One possibility is that the keyer chip has gone bad. Another possibility is that there is a problem with the power supply. If you have a multimeter, you can check the voltages to see if they are within specification. Hi om sounds like you may have a break or something making that ant go haywire, have you checked all the line to see if there may be connection problem.another thing could you try the ant direct with a matcher inbetween to eliminate the auto tuner from circiut. This would narrow the fault down, have fun

The RX light should light up when receiving a signal. It may be your squelch setting is too high. Push the VOL knob until it enters the squelch setting, then set the squelch so it just cancels noise. If still not working you could have a wire broken in connector from headset that plugs into the radio.

I have an icom 91 and still haven't figured it out. It is easier to use an app and computer and more intuitive.

Sure sounds like a "low volts" reboot due to high current draw. Are you measuring voltage at the radio itself, after any connector, fuse or circuit breaker? The voltage (at the set) should be slightly different between low and medium power tx. Use a good meter to confirm this. Is the power supply able to supply the current required at high tx power? Is a current limiter operating? A lead-acid battery in parallel with the PSU might be needed at high power. At high power setting the radio will probably reset faster than a low power input voltage can be measured with a normal meter, so an oscilloscope might be needed to see the power input voltage as it happens (might be very brief). Could RF be getting back into the power supply? Does it happen on both bands? Is the SWR good? Is the earth good? How long and how thick are the power wires? Is there any filter on the power supply wires (close to the radio)? If it's new there will be a warranty if it's a fault in the unit. Good luck :)
