Change the power plu fuse for the second monitor.
Disconnect the data lead from the monitor and reconnect it
Monitor screen goes white at start up
That could be the monitor or the video/graphics card in the computer. Try another monitor as a test to narrow the problem. If it's a laptop, therer's usually a VGA port where another monitor can be installed. You might need to press a Fn key combination to turn on the second monitor in that case.

Inout signal out of range Answer Failed: retry
It shows out of range because the PC is sending out the video signal that is higher than the monitor can display, you need to set the PC video resolution to the native resolution: 1024 x 768 @60Hz. You can reboot the PC into save mode (hitting F8 key while booting up) then set the resolution to 640 x 480 (try 1024 x 768 if it allows you to do so), reboot and reset the resoltion to 1024 x 768 @60Hz.
IBM monitor out of range
Change your resolution to something lower. Sounds like your video card is overdriving your monitor. Reset your resolution to 800 x 600. If that works ok, you can push it a little higher.
