i have seen this many times need to replace hard drive and download windows media from windows site and reinstall windows computer will come back to life after
note I would get ssd instead of hard drive

why not upgrade to SSD?
for amazing performance no matter what, its just price ,size issue, a vast sea of SATA drive exist and work.
desktop it is. sata 320GB HDD when new.
you do know that means the OS dead right ,stuffing in any new empty drive?
unless the old HDD is good and you clone it to say any SSD (if the OS infected,or corrupted then this cloning is doomed)
the only limits are old PCs limit to 2TB MAX. LIMIT.
not spam at all any top ssd brand is good. even intels.

what OS you run? w7? (11 years old today)
I guessed right, (REDUX 1)
you did slam the PC, with microsoft OS, Windows 7 over XP and not buy HP media kit to do so.
that means the F11 key is NOW dead for ever.
the F11 key will in fact put back XP.(HDD NOT DEAD)
The F11 key runs the XP HP Recovery partition install.
So F11 is useless now, totally,
That leaves your newer W7 media kit from Microsoft?,
I guess you bought the DVD? kit? or bought it online at microsft and burned the USB boot kit? OR Burned a DVD-R disk? (no media stated)
no matter , bought it from MS, the kit is good.
not from torrents and pirate sites (i cant see the media install disk so,.,,,,,,,,,,,,,,,,)
MS stopped selling w7 PRO on

next we test the HDD. (next) ask how,
if smart tests fail now, that install media will fail.
like a bucket of water with holes in the bottom can not store water, your HDD is no good, if smart tests tell you it has HOLES( the HDD is Toast)

Using Computer Setup (F10)

You can only open Computer Setup by turning on the workstation or restarting the system. To access the
Computer Setup Utilities menu:
Turn on or restart the workstation.
Press the F10 key as soon as the monitor light turns green.
If you do not press the F10 key at the appropriate time, you must try again. Turn the workstation
off, then on again, and press the F10 key again to access the utility.
Select your language from the list and press Enter. In the Computer Setup Utilities menu, four
headings are displayed: File, Storage, Security, and Advanced.
Use the arrow (left and right) keys to select the appropriate heading. Use the arrow (up and down)
keys to select the option you want, then press Enter.

Its the first finger sensor right above the tray 2 that gets stuck. It should move freely.
