my guess the attacked app is the browsers tool bar and not windows or other apps.

Why won't it turn on?
My name is Lawrence, your power supply has fail and need to be replaced, look at where you plug the power cord in and change that part is the power supply
Windows startup
Go to Run (either in your Start menu or by pressing the Windows key plus the R key) and type msconfig
Click on the Startup tab and uncheck everything (disable all button will do this quickly) then click ok and reboot. The next startup should be considerably quicker. I would also recommend running a virus scan with Malwarebytes free version. Also install CCleaner and run it. Also, go into Control Panel then Programs and Features, and uninstall anything that you are sure you dont need.
Replace power supply
Are you sure the power pack has failed? That should be straightforward and fairly cheap. Note carefully the model and type on the present one, then shop around.
