It might be clogged somewhere. A lot of the machines brought in to my shop for repairs actually were not squirting out enough water to have enough to suck up. It was only enough to get the carpet damp making the owner think it wasn't sucking up water. Make sure it is putting out enough water.
There are really two reasons why the self-propelled wouldn't work. It could either be the belts on the vacuum cleaner are stretched or broken. The belts on this model control both the self-propelled transmission, as well as the brush roller. Here's a video that shows you how to inspect the roller brush and belts to make sure that they are installed properly and working. Try this repair first, as this is the easier one to fix.
The other problem if the belts are installed properly that would cause the self-propelled wouldn't work would be the self-propelled actuator arm. There is a cable that starts at the handle of the vacuum, and runs all the way down to the floor head of the vacuum that controls the transmission. As you pull backwards on the handle of the vacuum, the cable pulls this actuator arm backwards, which then turns the wheels backwards, and when you push forward it turns the wheels forward.
The problem with the way it's designed however, is that if you pick up the vacuum cleaner by the handle of the machine rather then using the carrying handle on the back of the vacuum, it causes too much tension on the actuator arm, and will cause the cable to rip right out of the arm.
This is a VERY common problem on this model. To check and see if this part is broken on your vacuum, step on the handle release pedal so that the handle is in the vacuuming position, push the pedal a second time so the machine lays flat on the floor.
Now if you look right behind the height adjustment switch, and the rug / floor switch where the floor part meets the upright part, you should see a cable that connects into the actuator arm. Pull up and down on the handle and look for movement. Is the cable loose with only a nut attached to it, or is it resting in the actuator arm?

Try looking for a power tool repair shop, they usually have some brushes and can order more. I have put Hoover brushes in my Shop-Vac.
Look for some that are close to matching,( spring size,spring length, brush length). If the brushes are a little large they can be made smaller by dragging on a flat file. Carefully fit them so they slide into the brushholder nicely.
I have even soldered different ends onto the pigtails, whatever works----I am a pragmatist!
You could also look for an electric motor repair shop in your area- they have suppliers.
The compartment where the bag goes inside will be a place to put you thumb and push down. Now slide the door forward. The front panel will drop forward. It is hinged from the bottom.
Try taking tank out see if the sensor that might be stuck or the tank may have a small piece broken off that keeps the auto shut off working. Try utube for further videos on this problem.

I had the same problem with my Hoover Floormate H3000 and found the solution elsewhere on this website. Try doing a search for Hoover Floormate H3000. The posted solution is basically as follows:
Remove the liquid dispenser tank and set it aside. Look into the cavity of the machine where the tank attaches and find the plastic "plunger" piece (the one on my machine is a blue/grey color) that is surrounded by a black rubber circle. Put a small drop of hot glue on the tip of this plastic "plunger" piece and let it harden. Replace the liquid dispenser tank and try the machine again. My machine dispensed liquid properly after this fix-it.

If this is a new belt that keeps coming off, then if not catching something in the roller like a scatter rug, etc then the belt isn't tracking true. The pulley may have come loose for one thing, something has to be off to have the belt come off. Does it come off almost right away, or after some uasge?
You'll have to find out where it's leaking! Its not real hard. I will help you!1. Fill the clean water tank. Check that the valve on this tank doesn't let water through when not on the machine. If it does this the tank is the problem. 2. Take off the 4-6 phillips screws holding the hood on to the machine. They will be on each corner underneath. Be Gentle! Do not break any of the plastic parts. 3. Check where the clean water comes to a L valve. This valve is a very common problem. Place the water tank on the machine. DO NOT hold the handle down. Use paper towel to check for wet spots if you can't see where it is leaking. It should be fairly obvious. 4. If the water is coming from the "back" of the machine or the handle pry the cover off the inside of the handle revealing the hoses. The water release valves may be leaking. Be sure to check all hoses for cracks or breaks. Turn it over when open up and run it. Use the pads of your fingers to try and sop the brush. DON'T stick your fingers in it! All you are trying to do is see if resistance will stop the brush turning. If that passes the test, and the most likely cause is that you have a suction issue. You need to check all the airways from the top of the brush to the waste canister. The canister must also be a good seal. I had one of them and got rid of it for a Dyson.
