replace the unloader of your pump....find the model of the PUMP ...not the washer itself...the pump and find a parts list and then purchase and replace the unloader. That will fix your problem. Good luck

Terrence >>>> 1. Do not go through the gears while idling on a stand!!! The rear tire is not moving at the speed that is normal for 4th or 5th gear..AND if you do get the tire moving that fast.. it is BEYOND DANGEROUS!! This sounds like the 4th and 5th gears may need replacing.. or the shift drum detent for 5th gear has somehow become ineffective.. If you continue to ride this bike , you may cause more trouble and damage to the transmission. Take this to a qualified professional!!

Float in carburetor may be hung in down position allowing fuel to continually running into crankcase.

you sound like either the shifter need adjustment but sounds like a bad transmission if it is not too bafd to replace you can buy new or as i did buy used.

Did you totally drain the gas out of the tank and run the carburetor dry before storing? Did you at the very least put a lot of Fuel stabilizer in the tank and run the machine so it gets into the carburetor? The Carb Jets on these honda engines are very very tiny. They clog very easily if not stored correctly.

Check the fuel filter and the valve gap

Not sure about the tines but it sounds like you overfilled the oil

there's a bulletin on this issue thru Honda

My guess is fuel feed rebuild your carburator but check the fuel filter first if it is ok clean the carb.
