Check fuse (the fuses on most Japanese cars such as Toyota, Honda, etc, are located on drivers side under the steering wheel in the right hand corner).

it sounds like you may have an intermittent connection/ broken wire in the steering column, or contacts to wheel. possibly needs a cleaning. YOU MUST BE AWARE OF PROPER PROCEDURES, AS YOU CAN ACCIDENTALLY TRIGGER THE AIR BAG, RESULTING IN INJURY AND/OR DEATH.

depending on what year it is and if you have gps set up built in open glove box and look for a small 5 or 4 digit number on a sticker that should be your radio code or call dealership they will tell you where you can get code. its in the car some where for sure.
