If the backlights stay on when the screen goes dark you could try a new t-con board. Not sure what to say about the horizontal lines, generally those come from a bad panel, that could be causing the screen to go dark as well

Your LED backlights are bad, but Hitcahi parts can be hard to get sometimes

I had a similar fault that turned out to be due to a detached soldering connection which connects the display backlight LED to a rather small and fiddly circuit board. It is fairly easy to dismantle this radio to access the display, if you are careful you can DIY, just make a note of any internal wiring you need to 'unplug'. Once you have identified the bad solder you can repair by re-soldering, or replace the LED.

What is the TV source or input? Unless the source is antenna or cable using the antenna in, the captions have to be disabled at the set-top box that is providing the signal. Some set-top boxes have a CC button on the remote but many have this hidden in the menu system. My IPTV box requires me to press Menu, choose the Settings menu and then enter a code provided by the provider. Once in the menu, the captions are enabled in the Hardware > Audio menu. Some satellite dish set top boxes have different access methods depending on the TV setup. If you have a master box that feeds two TVs, the setting menu to control the closed captions was only available on the TV closest to that box. (This was the case for a Dish receiver with a Single or Dual mode. In single mode, turning on the CC enabled the captions for both TVs. In dual mode, the two TVs could be tuned to different channels but only the TV nearest the set top box would display the closed captions if the feature was enabled. On that receiver, the closed captions were reached by pressing Menu. Then the captions options were under Properties > Closed Captions.)
