The USB port powers the hard drive. It has no external power just the USB connector to the computer.
Where to get driver for HTS541040G9AT00?
The drivers should be available in Windows. Check in BIOS to make sure your computer is recognizes the drive.
Also while in the Bios and depending on your system you may to make sure the emulation is set to Hard Drive and not none.

How do i fix my external hard disc, it won't just format?
have you anything on the disk ? i assume not because you have tried formatting it, but if you have create a back up.
go to your dos command window and run chkdsk on the external disk. this may tell you something. run a disk check program on it, eg seatools, hdtune. hdsentinel. i suspect that the hard disk is critically damaged (but maybe not). this might tell you if and which sectors are damaged.
if the disk is within warranty you should contact hitachi and try to get a replacement as soon as possible. (assuming it is a hitachi/hgst [wd] product)

External drive crashed
Formatting the drive, depending upon the type of format, is destructive of data. There are specialized recovery programs that can sometimes save the old FAT tables, but chances are you are out of luck. Many times these external drives fail because they are not built to handle the heat and shock/vibration that comes with being encased and mobile. Often it is not the drive itself that fails, rather the SATA/USB controller in the enclosure. I have seen many individuals pull their "failed" drives out of the enclosure, install it internally, and find all the data is still there.
