From what your saying, is that you power supply is not giving the grahic card enough power! Try going and buying a more powerfull power supply, at least 400w output power, if that dosent work, there is a problem with the graphic card and you should try and get a refund.
My system sees this graphic card (4870) as ATI 4800.WHY?
It will say that because is between the integer of 4800-4895. It doesn't mean the system thinks it's a 4800 it just means it's in that series. Shouldn't be causing you any problems however as the hardware will do all the work regardless of what Windows thinks it is. The catalyst utility should be more accurate by the way,

Pick your OS. Than pick R
adeon. Scroll down to your X1600 series. You can also update through HIS. Their software is twice the size of the ATI software.

My monitor freezes
since you have laready checked the videocard to be working on your friends pc, the problem may be on your motherboard.
try to do some tweaking on the BIOS and if that will not help, check your directX and softwares installed on your pc. check also if your pc is in its most optimal settings.

in the advanced BIOS features there should be a onboard GPU tab, put it on disabled or on initiate AGP/PCI first (depends on the BIOS), so to be sure that the onboard card is disabled !
Connect the display to the HIS ...video card , and at least on bootup there should be info displayed on the screen . If not than : - try to reinsert the video card (bad connection ) (also check if its a card that needs external power source ( i doubt it))
- check if the video card is compatible with the motherboard (should be in the user manual, or on the producers site ... )
- check on another comp. if the card is good ....

As a software guy, I would have to advise against piracy. :)
There are several ways to get Visio for cheap. If you are a student, there are discounted versions available online and in stores. Also, you can check with your school for even cheaper options sometimes. Try the university bookstore if available. Or a Computer Science department maybe.
If you are working, and your company uses MS Office applications, find out if they have the "Microsoft at Home" program. You can get MS Office applications for really cheap that way. I can get Visio through my company's "Microsoft at Home" program for a few dollars.
