electronics speedo or cable driving, no way cable can fail parked at 0mph, but if electronics to not work with dead or weak battery 10vdc is min 12.6vdc is good key off rested.
a good battery is first, the bikes generator may not run the biked proper if battery overloads any gen. so batter good is first on bike. (MC)
2003 Harley Davidson Softail. Running lights will not turn off ever. Red key security light stays on in IGNITION position.
Wow, that's a lot of codes! You have codes that I can't find. Number one tip, keep the battery on the bike and on a Battery Tender which keeps it trickle charged.
However, does the bike not start? You have a security immobilizer on that model! Removing the battery, or letting it go flat means it needs resetting.

It was likely PPU 82883. It stands for the electronic Speedometers Pulse Per Unit
. The codes prior to that are what are important.

Lack of clutch plate pressure or worn plates will cause that.
Purchase the parts you have said are damaged/worn a set of plates and springs then rebuild it and happy biking for a few more years.
Follow the procedures as laid down in the workshop manual.
