If that is the case, then go tot he Chrome webstore, and look for Cast (it should give you various options), choose the one from Google. One install in Chrome, reboot your Chromecast. Try it with YouTube first, if it works, it should work with Netflix. Both, PC and Chromecast must be on the same network.

Hi Michael, You do not plug Chromecast into your laptop HDMI port, it is a video source, so you need to plug it into an HDMI port on your TV. Your TV is an HDMI target, the view side. If you can run Chrome browser on your laptop, you can cast from your laptop to your Chromecast device and watch that frame on your TV. Does that make sense? Is the chrome cast setup correctly? If yes, then make sure they're in the same wifi network. Other wise you can try unplug and plug chrome cast and reboot the wifi to see if that fixes it.
