Unable to connect to second wireless network

I don't think you can connect to 2 at once, if this is the idea. Just moving to a second network, scroll down the list of available networks in the wi-fi setup, to the one you want, double tap it and select connect. The tablet will save the first one for later use.

Wont turn on

If you can get into the bootloader try doing a factory reset, if you are rooted press and hold the power and vol down button and that would boot into recovery. Worse case, you can google factory images for nexus 7 e and download a factory image from google and they provide the instructions on how to reimage your devices

Resetting instructions

You could try doing a factory reset and then see if the device will turn on:
  1. If your tablet is on, power it off.
  2. Press and hold Power until the device powers on, then immediately press and hold Volume Down (while still pressing Power). You will see the word Start with an arrow drawn around it.
  3. Press Volume Down twice to designate Recovery mode.
  4. Press Power to restart into Recovery mode. You will see an image of an Android robot with a red exclamation mark.
  5. While holding down Power, press Volume Up.
  6. Use the volume keys to scroll to "wipe data/factory reset" and press Power to select it.
  7. Scroll down to "Yes - erase all user data" and press Power to select it.

Nexus 7 wont turn on

You can try to do a hard reset by holding down the power button and the volume down button for 20-30 seconds. IF the device still will not turn on make sure it has enough battery or is plugged in.If you still have problems you can try the following to do a factory reset:

Can I use a 4G plug in connect USB with my Nexus 7?

(Using a WIFI Hotspot is definitely recommended. Connecting your 4G USB dongle to the Nexus 7 will drain the battery quickly since the USB is using the Nexus's battery to power on. This is what I use) but here's how to get your 4g usb dongle to workYour device must be rooted, and you would need a USB OTG cable/adapter. Here's an example of an OTG USB cable -6c4749a3-0b72-4ebc-8cb6-60f7bfb77d23.jpgThis app should work on any nexus 7 and it is very simple just install the app and enter your apn of your operator connect your dongles via otg cable and it will work the app available on google play store called ppp widget here is the link it is for rooted device PPP Widget
