GE cordless phones
If the cordless phones are old 2.4GhZ phones, and you have wireless internet (which is probably also 2.4GhZ), the wi-fi could be messing with the phone signal/channel. Some cordless phones have a switch that allows you to switch channels. If so on your phone, try that.
This was happening to me, along with my internet connection dropping off every time the phone rang. So I went out and got a set of Dect 6.0 cordless phones, and the problem went away.

Same phone next door
You and the neighbor may be resetting to the same default channel when setting the phone back on the charger. When yours comes off-charger, push the Talk (On) button and hit the Channel button a couple times. Hopefully that will put you on another channel or frequency hopping sequence (if your phones use this feature).
