Need to change run capacitor. what model should i use

Use the one that is recommended by the mfr. better still, look on the capacitor itself and you will find the model there.

On the freezer side their keeps being water frozen in bottom

The drain to it is stopped up or the heat strip that melts the ice has gone bad. When working right, the water should drain out. The water goes into a pan under the freezer and evaporates.

Cause for burning smell from lower back of upright freezer

your freezer might be having blockage on the drain pipe thus not allowing water to flow on the drain tray if the drain tray is mounted on the compressor and its dry then the compressor or the condensor pipes are burning the drain tray. the solution to this problem is to service your freezer

GE FUF14 14DPHRWH purchased 082105.

I don't knowabout the ONLY solution. Is the drain plugged? If so the condenser could be frozen over and therfore no cooling even though fan, compressor and defroster are working. How is 134 level? 124 WILL run below 55 degrees. Duh, that's what's in your car and it will work before the engine compqartment is warm. It may not work as well because of the coefficient of expansion/contraction but it still does "work."

Worked fine unplugged it and plugged it back in lights on but compressor wont come on

Let see if by chance the defrost timer is stuck in defrost. Here is a photo of the back section of your Click Here=> FUF17DMRWH System Components Item number 121 is the defrost timer and I want you to take a flathead screwdriver and slowly turn the timer dial clockwise until the compressor starts or stops. If doing this will cause the compressor to start you will need to replace the=> WR09X10154 Defrost Timer11_30_2012_9_56_08_am.jpgIf this is not the problem I want you to feel the top of the compressor to see if it is hot or too hot to keep your hand on top. This test you will need to have the freezer plugged in and set to come on. Doing this tells me that the compressor is trying to start but cannot. If this is the case then we will need to replace the start components listed as number 119=> WR08X10038 Overload11_30_2012_10_05_19_am.jpgand part listed as 128=> WR62X10058 Run Capacitor11_30_2012_10_08_48_am.jpgLet me know what you find and I will help you locate why the compressor is not running, Thanks Sea Breeze
