Some of the new style Air conditioners have a auto time delay built into them for power failures. If power fails or you unplug the unit, they will not come back on for about 3 to 5 minutes. This is a safety feature to keep power failures from damaging the compressor. Keep it plugged in for 5 minutes and try again. If still no go then call for service. You should have a 1 year warranty on it.

if you have it set at 60 F and it is working at 65 to 68 F then that would be about right
as the air is cooled the cold air falls to the floor and out under the door, open window or anywhere else it can escape
the unit has to be at 80% room height so if it is set in a window then when the cold air gets up to the thermostat or ac level in the window then it will stop cooling
So if the ac unit is say 4ft from the floor and the ceiling height is 8 ft then the ac will only cool the bottom 4 ft
cold air does not rise but falls down
if you are using a ceiling fan then the cold air is stirred up and the 65F sounds about right
remember that the setting temp ( what you set it at) is the lowest temp that it will go down to before it stops cooling and if that is not reached it will keep working to attain that temp and if the room is too big, air leaks under door . around the fit in the window , no insulated walls , hot exterior wall,etc then maybe 65 F is the best you will get
that's fairly common for window units, it's ok to drill a small hole in the underside of the case to drain the water, just be sure you don't puncture the condenser in the process.
sounds like it is either low on Freon or the compressor is going out. The blowing ice cold is an indicator that it may be freezing up because the low Freon. when it stops blowing cold, turn it to fan only mode and see if it gets colder again. If that is the case then the unit is low on freon and freezing up. I know that sounds confusing but that is how AC works. The low freon pressure means the gas is expanding too fast and the air flow cannot take up the cold from the evaporator fast enough. Turning the compressor off and keeping the fan on will alow the room air to take up the cold.

There is sometimes a plastic hose between the evaporator and condenser side on the bottom of the case. Other models simply have holes in the metal for condensate to drain into the condenser side . Make sure there is no obstruction to the hose or holes. If you find none, then check the level of the unit. It MUST be slanted so the back of the unit is lower than the front.
I see that your Frigidaire air conditioner is not emitting the proper air when in heat mode. I would recommend performing a reset on your air conditioner and you can do that by disconnecting the power cord. Once you have removed the power cord, press the reset button and then the test button. You should then be able to plug it back into the wall and start it up. If you continue to have issue with it an electrical component may need to be replaced and I would recommend this be completed by a professional technician. If compressor is not shorted out to the ground and between each leg of compressor multimeter reads resistance You could try to install 3 N 1 hard start kit. But most likely compressor is weak, be prepared to replace compressor soon. Here is my situation on this compressor - everything was running, but compressor. I check for short and resistance on windings - everything shows that its a good compressor. Installed Supco 3n1 kit. Unfortunately it did not help - need a new compressor.
