Try turning the knob cc and cw a number of times; then pull the knob out hard all the way to pos. 3 and see if this helps. Sometimes it takes a number of times to get it to engage.

You may need to remove the movement and have the hands reset by removing the hands a resetting them correctly

i would advise you to contact Fossil directly. many smart watches allow for burning of calories whilst you are doing nothing , not heard of them being incorrect on steps. possibly the timings are wrong. your phones on AM. and the watch is set on PM.
