Once your in control panel look for the display icon and click it, and on the left pane of the screen you can see there is a calibrate color click it. Simply click next button, click next button again, click next button again, click next button again, click next button again, click next button again, click next button again, click next button again, click next button again, now slide the red, blue and green color to the max settings. Try a different video card or disconnect the one you have in your PC and use the VGA monitor connection on the motherboard. If it works your video card is gone.

If the normal lights are on and it does not work with a different computer than the monitor has gone bad, the most common problem being a bad capacitor. Unless it is an expensive monitor it's best to replace it. If the monitor works with a different computer than you have a bad port or video out section on your video card.
